However, it remains difficult to improve the employment rate. One factor that hinders such improvement is organizing past research from the perspective of university support. International students face three obstacles. First, there is a delay in starting work because of the lack of understanding of the job hunting system in Japan. Second, choosing what to focus on while thinking about career plans, including the importance of working in Japan rather than making immediate decisions around job hunting, remains a challenge. Third, the issue of support for graduate students who have major time constraints needs attention. A survey indicates that there are very few specialized efforts toward providing career support for international students at the university level. The need to provide these students appropriate support has not been recognized, and thus the construction of a support system for them remains an issue. The second objective of this study is to address issues in terms of OECD career guidance and to identify the staff that will support particular areas and how such guidance can be delivered so that it reaches those in need.
